That is a really little difference, so despite the fact that the higher rate should be considered better, 59Hz and 60Hz is actually only a symbolic choice. The fact that in this context "the higher" means "the better" comes from the connection of the refresh rate with the human reception of movement on the screen. For a human being the screen has to be refreshed with a minimal rate of 16Hz to be perceived as a non-stop movement. Any lower rate gives an effect of "frame-after frame". To sum up, the higher the refresh rate is, the smoother the movement on the screen.
